Metal brace on basement wall. Can it be removed.

Hi,

Doing some work in basement and wondering what this metal brace is and if it is ok to remove it. The brace is not tightly fitted to the wall and has a lot of play in it so i imagine its not serving much of a purpose.

Is there any sign of cracking on the outside wall - presuming there is a cavity?
If there's been wall tie problems, for example, braces have been used to prevent the outer wall 'bellying' out.
The bolts, of course, would be passed through the walls if this was the case!
That ones a bit Heath Robinson though, whatever it is!
