Metal Ceiling Pendant Replacement - Fixing Earthing?

Advice needed - I'm trying to replace a ceiling light in a new build property with a new pendant light (DIY novice).

I'm being thrown off by what looks like an additional earth wire connected to the metal fixing itself, is this a requirement due to the fixing being metal? As it stands I've screwed the Live, Earth and Neutral wiring into the fixing for the junction box, to me this would be straightforward to then connect the existing Live, Neutral and Earth wiring from the ceiling into the connector, and then screw the new fixing onto the ceiling. However the additional earth wire makes me think I am missing a key step.

Is the the additional earth wire (attached to the metal ceiling fixing) required, and how should this also connect into the junction box?

It's worth nothing the connector junction box was provided with the new light fixing.

It looks like that earth wire is to earth the bracket and the new rose while the earth wire in the cable earths the light.

Just connect it to the other earth wires so they are all connected together.
