I recall from my radar course that it takes a bit of experience to detect snow as the radar shows it as a less dense object.
Also, at appropriately low temps, 10mm precipitated water will make 100mm of snow. When the presenter says '10 cms of snow in 2 hours', that's 1 cm of precipitation in 2 hours. 1:10 is a rule of thumb.

Also also, 1cm of precipitation (rain) can deliver from 5 to 20 cm of snow depending on the wetness or dryness of the snow, which in turn depends on the temp. (Cold/dry- snowmaggeddon; warmer/wetter- no sledding!).
