Midnight meter readers

Last week a neighbour spotted two men lifting the covers of water meters in our road. They poked something in and then carefully replaced the covers. They were wearing high vis jackets and not being very quiet. This was at 1.45 in the morning. When Thames Water were asked (the next morning) what was going on they denied that the men were their employees even though they were in a TW labelled van. Our neighbour has reported this to the police but I just wonder if anyone on the forum might have an insight into what might be going on.

I used to do this years ago when working for the water company, 10 pm until 4 am, checking for meters turning and using a listening stick “sounding”
To find the noise of a water leak. Good old days.
