Min pitch clay tiles

I have 2 new roofs that are having new Rosemary clay tiles. One has a pitch of 34 degrees the other has 34.8. as I need a Building Control Officer to sign off will this be acceptable, also will I get away with the rain issue or should I ply and felt instead of breether membrane.

the minimum recommended pitch for plain tiles is 35 degrees.

i'm fairly sure 1 degree ain't gonna make a lot of difference.
 
You should be fine with Building Control I would've thought, whilst the manufacturer will not guarantee the tiles below 35 I can't see 1 degree being an issue. They are unlikely even to notice TBH
