I think you are wasting your time with him, hes probably the type of mot tester who would fail a non functioning number plate bulb instead of just replacing it.
So you don't understand the rules either.

Whether they are applied fully or not, is usually down to the discretion and assesment by the person at the place, just as an MOT is.

But the rule, by the book, is the rule.

Which is my point. He showed the rules, but states it's not the rule. I'm not saying he should stick to the rule. I'm saying he should understand it and not claim it to be different to what it is

Hwm should tell us what would happen if a blind person for example injured themselves at his area of work if he just blocked off the pavement without controls in place. Or you can tell us for him if you want.

well this started off with disabled people on large scooters not getting past my cherry picker whilst undertaking a repair under 15 mins to now blind people smashing into barriers, where on earth is this going to end. What if the basket fell off my cherry picker and I landed on top of a pregnant lady with a pram and she was injured.

What if there was an earthquake and someone who wasn't blind fell onto a blind person's stick and got blinded?

What if I direct someone onto the road with cones and barriers and a car hits them,. OMG my job is just filled with extreme dangers

If i was blind and I couldn't get past you id push your emergency stop in and leave you up there all weekend
 
Aeroplanes, helicopters gliders are all things that need directing around the repair site. We have to clear the airspace due to them constantly crashing into our street lights under repair.

I hardly dare say but that actually has happened to a few of our lads. We have had people actually switch off the engine whilst they were in the air
 
This happened today, I directed a disabled lady away from the path with cones and she ended up knocking the rroad signs down. It was devastation.

Here’s another impatient driver. He just ran through my cones and barriers and mowed down a few pedestrians
