If it is the fully pumped type with a hot water cylinder, there will be either one mid-position valve or two zone valves, after the pump and before the rads and HW cylinder.
But if you have just pumped central heating with gravity circulated HW, there may not be any motorized valves.

How many pipes are connected to the boiler - not counting gas and flue?
OK, so you have a fully pumped system. How do you control the hot water times and temperatures? The boiler is a Glowworm Hideaway 60B there are 2 large diameter pipes conected to the boiler and gas pipe.
This will not be a problem with the motorized valve. Either you have a blockage somewhere in the downstairs circuit or the system is very badly balanced. Do you have TRVs on any of the rads?Do you know why the ground floor radiators are letting very little heat through but the connecting pipes and valves are hot? The plumber has tried balancing the rad valves without any success.

Can you control the hot water times completely independent of heating times? The hot water and heating times are controlled by a Grasslin Towerchron QE2 electric unit in a cupboard next to the boiler the water temp is set using the dial at the front of the boiler.
So you do not have a wall mounted room thermostat? All the rads have TRVs on them

Do you mean the dial on the boiler or the thermostat on the side of the hot water cylinder?
If you do mean the boiler's dial, that suggests you do not have a thermostat on the hot water cylinder. Is this correct?
What temperature do you set it to?

Can you trace the pipe from the pump and say what what it connects to?
