Mould / damp humidity issue.

So I have a black mould stop at the top corner of my house. I believe it's a cold wall and we have high humidity causing it. It is always around 80 this time of year.
Before looking at PIV systems which will take time to research I thought I would look at a possible cause.
On one of the same external walls that meet that corner I have had in the past had issues which mould appearing at the bottom up to the window seal.
The wall feels cold but it may be my imagination. I think it may have penetration damp as the group level outside is too high ?

As you can see it is mossy and has cracked render.
Do you think it is worth me putting a french drain here before investing other things.
Could one wall like this cause house humidity problems ?
