moving a consumer unit

Evening all in reference to the pic below..
My auntie has bought a house and the current set up is as below..

She would like the consumer unit moving out from the basement.. Am I right in saying the max meter tails is 3 meters from the cutout to the db.. Can I get round this by having an isolator installed in the basement and then running tails up through the floor space and to a more suitable location.. The storage heaters may be staying and that board could stay in the basement.. Would the followingset up be ok..
Cutout..tails into isolator..out of isolator into henley block out of henley block(in the basement) inro new db upstairs..

Change the isolator to a Fuse Switch and that would be better, ensure that if a fault occurs on the longer tails it would blow that fuse rather than the main fuse that would require the DNO to deal with
 
Out of interest, why does she want the consumer unit moving?

Unless she's expecting a lot of fuses blowing/tripping, or disabled, it hardly seems worth the effort.
