Moving a rad

Hi,

Im going to refit a bathroom. Im confident about fitting the bath loo etc but I will need to move a heated towel rail.

My question is, will turning off the water supply stop the water to the towel railso I can cut the pipes and re-route them?. We have a combi boiler which stops pumping hot water to the taps when the waters off, but does it stop pumping water round the central heating system.

Do I have to drain the system or something like that?
