I see what you mean, this was not my intention and that was the same source albeit I see the similarity. My quote was verbatim from the site and good old google comes up with a different selection of hits, sadly on the first 2 pages I don't find the site I quoted from.

I wouldn't worry since, as I previously said/asked...
.... no matter what you might find in dictionaries, do you really disagree with me about 'everyday English' ('Common Usage')? If you asked someone to "replace" an extractor fan, tap, boiler, immersion heater, washing machine etc. etc. etc., do you really believe they they would even dream that you were asking for an existing item to be moved to some different location in your house?
.... and, as I added subsequently, in the absence of any explicit definition of the word within the legislation, within that legislation the word defaults to having its 'everyday meaning'.
