Moving/extending a sockets location without chasing into the wall.

I may be trying to achieve something that is against regulations or I may well be over complicating it.
I have a double socket that is going to be covered by a large wardrobe resulting in it being inaccessible. I was planning on cutting a hole in the back of the wardrobe, plugging in an extension cable and hiding the cable in some way (surface mounted trunking) to get the socket to a new location for when the room is finished. I am now wondering if I could put something like a flex outlet plate on the double socket, extend the power to a surface mounted socket and have a more permanent solution.
There is space at the bottom of the wall where a cable could be hidden behind the skirting board, but think I read circuits shouldn't run horizontal somewhere?
