Moving house - some work needed for electrical certificate sign-off

I'm sorry this is a bit vague but it's all I have at the moment and I could do with a bit of advice.
My daughter is moving to a new house. They are almost reaching completion and they're checking all the certs, etc. are in order. The estate agent has been in touch with the vendor today and sent this message.
To be honest, I'm not sure what's involved or how much it's likely to cost. Is it anything to worry about and what do the following points mean in layman's terms please.
Any advice would be appreciated.

"I have spoken with the householder this morning regarding the electricity certificate, the engineer has raised a few points that need to be rectified before he can sign it off.

- electricity cables need shielding in the garage.
- two units in the kitchen need to be fitted with an RCBO
- a ring main for a circuit needs closing in the kitchen

Gxxxxx has said that he is going to have quote drawn up for the work to be completed but it may delay the completion as he will have to find an electrician able to do it in short notice. Unless you are happy for the work to be done after completion and yourselves and Graham come to an arrangement regarding costs".
 
I'd suggest coming to an arrangement over the costs. I imagine at this stage the seller will be really keen for completion, and might settle for an "arrangement" which exceeds what it will cost to get done.

As far as I can see the only urgent item is #3 - sounds like the ring is broken, so there's a safety concern. Re #1 , unless they think that the way they will use the garage will put the cables at risk, they can probably ignore it. If they post photos after moving in we can advise better. #2 I am guessing means some sockets or appliance outlets with no RCD protection. Should be there, but millions of people don't have it.
