Publicising convictions also acts as a deterrent to other criminals if they think that the consequence of committing crime is likely to result in publicity. There is no doubt that offenders will not want such publicity – but they should not be able to hide behind the criminal justice service.
Part of the deterrent for criminals is having their crimes and identities made public.
But does it really deter serious criminals? I doub't it.

I never questioned the objective nor is it relevant to what is disputed. You claimed it acts a deterrent. I doubt it makes little difference, especially to serious crime.it remains a fact that this is the objective.

So there is really no benefit of taking the photo of her in her Niqab.My main question was around why mug shots are released at all. But MBK has cleared that up.
But I suppose if you were to see her in the street wearing a burka, neither of the photos would be much help.
