Multi point lock question

Just a general query on my multi point lock. In the attached photo what is the purpose of the blue plastic cover strip below the latch? It is a loose fit but I can't easily pull it off and I don't want to break it if it is important. It has the name Westward cast into the plastic which is the manufacturer I guess. I want to investigate a problem with the handle drooping, indicating the internal spring is gone. There is no spring in the backplate on this fitting. I will also change the euro lock to one that is not protruding from the back plates.

It's a snib function for the latch. If you want to nip out and not have door close behind you, just draw latch back and slide up to hold it.
if your outside handle operates the latch, it's redundant but some doors need key to open from outside
