mystery tool

I have a tool that is supposed to be for putting tires on baby buggies.
Does anybody know anything about this or what that style of tire was called?

I have seen similar in industry, for joining urethane belting, each end of the belt being clamped, then brought together with a big blade heating iron, electrically heated between the ends of the belt.
When belt material melted, heating iron is withdrawn then handle turned to bring both molten ends of the belting into contact with each other, when cool excess material (flash) is carefully removed.
