I band jacked the concrete floor up and put 9 inches of polystyrene then plywood, and then the heater then the tiles, the floor once insulated did not really need under floor heating.
There are two types, resistive wire which need sensors to stop overheating and chemical which is self-regulating to a reasonable level, the main one is Raychem. Since I was doing a bathroom to use Raychem it would need an earth mat on top, and in a bathroom no furniture so no worry about over heating due to something placed on the floor, so did not use Raychem but a cheap and nasty one.
The sensor failed, and got stuck in the pocket, so it was good by underfloor heating.
