Need advice! Water rot + roof rafters

As if water rot and roof rafters wasn't enough, stucco is also involved. This may be beyond my skill level to repair. What's the best way to take care of this? These particular rafters don't have attic space, but are the rafters underneath a section of flat roof with roll roofing. In some cases the rot is up to the stucco.
