Need main incoming supply connected to a consumer unit

Hi. I have just moved into my mums to care for her and she has problem that she has two consumer units (see attached picture). One for lighting, ring mains, cooker, etc. This one has power from the newly fitted prepay meter. The other one supplies all the storage heaters. This one however, has no power to it from the old meter. No idea why they would have done this. It seems two heaters must have been tied into the ring main.
I would like to get power to the remaining two heaters as my bedroom is freezing.
What would be my best option? Connect main incoming power into the dead consumer unit? Or look into tying in the other heaters into the ring main?
Any help would be appreciated.

The consumer unit for the storage heaters should be 'off peak', and only become live at around 11pm-12 midnight, and stay live for about seven hours or so.

So, unless you can actually see this cu isn't connected to anything, before you do anything, check this first.

If you are certain you are not getting night-time power to this cu, or that it's connected in any way, contact your electricity company.

As for feeling cold - put more clothes on.

Thanks. I will keep checking. Still no power as of midnight and I think the meter says we are now on tariff rate 2. I am still suspicious as the 25mm cable to the storage heater consumer unit is still connected to the 'dead' looking old meter.
Got 2 extra duvets for bedtime. Just moved in from gas central heating, so will soon get used to it

Pictures please, we like pictures of consumer units, meter, tails, Henly (tails splitter/junction) blocks etc. It greatly improves the advice we can give.

Given that you can't isolate that part of the circuit you complain about, nor can you remove the security tags to get access to rectify any problem, I'd recommend you call your energy supplier to complain that your storage heaters don't work since the meter was changed

(From the Internet):

Some providers support Economy 7 prepayment meters but some don't. It can be tricky to work out which do and which don't, so you'll have to ring your chosen provider to find out.

Unfortunately, meter change people are paid by the site so they want to be in and out FAST. My guess is that he/she just banged in the wrong meter and scarpered. Or, the dispatch information was not correct or (as above) the supplier just doesnt provide that sort of meter!

The only place to get any further is by calling the energy supplier and tell them to sort it out, pronto.

Please come back and let us know how you get on. It may help others!

Everything is OK now. It was my ignorance about storage heaters and tariffs. The heater came on after midnight.
Thanks for all the advice

the old meter.
That is a Horstmann teleswitch, which switches on at whatever off peak times the supplier has decided on. It's not a meter.

The white 'newly fitted meter' is 14 years old, and will record both day and off peak use.

Cool. I am thinking of replacing the old storage heaters with the new dimplex auto heaters, which I think need continuous power, but only use electricity during the cheap tariff.
Can I contact the supplier to get them to change the settings? So I can use the existing wiring from the switched consumer unit.
