Need To Anchor Into Concrete But Only Have 40mm Before Hitting Steel Beam?

The stepping up drill bit method didn't quite work... Started at 4mm, went to 6.5... then to 8mm and snap!

They were toolstation Abracs bits, the lighter one is ALDI. Both snapped within seconds.

Either way... I found out majority of hole locations didn't actually hit steel... only 3 holes of the 18 total had steel and all I had to do was to either use the middle hole in the joist hanger instead of the lower one or angle the drill bit up or down slightly to miss the steel.

Told the owner if wind does wobble the installation I'll just come back and install hurricane straps underneath each joist.
