Neighbour's boiler flue pumps into our window

Our next door neighbour's boiler flue pumps into our window if the wind is blowing, even gently, in our direction. Should their flue have a "cowell" is it, to direct the gas above our window, or have they just installed the flue too low?
I'm having difficulty finding regulations on this, but their flue is only about 3 feet from our window.
Surely it can't be ok to pump fumes into your neighbour's house?

There should be at least 2.5 m on your neighbours side in their ownership.

That is clearly causing a nuisence and the installer is either irresponsible or an unregistered cowboy.

Speak to the neighbour first and if they will not correct it then choose Gas Safe if the installer was registered and you can get the details or the local EHO if he was not registered or the neighb ours dont co operate!

Thats dangerous and could poison you if your window is opened and carbon monoxide enters where you live.

1. Is it a newly installed boiler, or
2. Have you just moved into the house, or
3. Have you only now got round to querying it?

You need to elaborate on how everything is laid out. A drawing would be ideal if there's any room for ambiguity in a written description. The situation is very different if, for example, the flue faces your window as opposed to being on the same wall (e.g. on a semi or terrace).
