Neighbour's Kitchen Extractor Pumping Into This Flat

Hello
The neighbours downstairs (Victorian conversion 2 flats) have a kitchen extractor going into a pipe in their ceiling that has no known outlet port and when they use it for cooking, it fills this flat (upstairs) with the cooking smells.
I suggested to him that he should fit a new pipe to take the exhaust outside.
He suggested I rip up my kitchen floor.
Could somebody advise me ?

Neighbour is obviously not feeling cooperative, do you own the place or rent? If renting, get onto the landlord. If you own it, get on to Environmental Health at your local council.
