Neighbours problem guttering

Hi
I live in a Terrace property and 2 sets of neighbours use my downpipe, this is causing an over flow problem because the next door neighbours pipe is not a proper pipe they have just use flashing instead of a pipe. I want to block theirs off as it is causing damage to the paint work on my property. Does anyone know if I can do this?

where is it over flowing??
at you down pipe or from the bodged guttering.
If it's from the down pipe it does not matter what the gutter is "made" from as the fault is there either blocked or just not man enough
