New boiler / controls not working correctly

Hi all, hopefully someone can shed some light on my problem. I had a new glow worm heat only boiler fitted 2 months ago, I have just noticed, as I am home all day on hols, during the day with the boiler switched on, stat is calling for heat but boiler is not heating CH, until I run enough hot water to make the boiler fire to heat the separate hot water cylinder. I have a 3 port valve, and all the controls are the originals used before boiler exchange. Is it a simple wiring error or valve not working correctly? Boiler is a glow worm ultracom 15hxi.
Any advice would be much appreciated.

Allow system to cool. Turn of heating but turn on heat to hit water cylinder. Feel the pipe going to the heating, if this becomes hot, diverter valve needs changing, could possibly get away with changing the motor head only (if the spindle in the valve moves freely I.e. Using your thumb and finger). Isolate power and test for no voltage on L,N,E and all switch Lives before entering anything that involves any electrics.
