search the forum on this; at least a thousand posts on the subject.
One thing is for sure, a 2 bed semi does not need 28 kw for heating.

Always size a combi for your hot water use, not heating.

If you mainly have showers and occasional baths then a 28/30 Kw is what you need. If you always have baths and have good cold mains pressure and flow rate, then a 35-37Kw combi would be better.

But as gas4you states, you size a combi for hot water not heating. Most combis provide around 24Kw to heating regardless of HW output.

you will get conflicting opinions regarding what is the best boiler to install
do your own research and make your own decisions

Somebody saying that you "need" 28-30 kw sounds like it is followed with something like: " as it happens, I just have a nice Sabre on special offer"

only good advice is avoid a 24 KW combi as you will be unhappy with luke warm water production

broag, vaillant and Worcester Bosch get good marks on here (we use Vaillant & Worcester) personally i like the Vaillant more as its diagnostics are superior (just my opinion)
