If I'm interpreting correctly could he mean the GF sockets and upstairs lights are on one RCD and the F and Top floor sockets and downstairs lights are on the other?

Sorry, CU is split as downstairs on the right hand side, some blanks then upstairs on the left side. There is an 80A RCD for each section. Downstairs section has the cooker, downstairs lights and what is labelled as downstairs mains but the mains is actually the upstairs ring. The test sheet filled in by the electrician also says it is the downstairs ring when in fact it is not.

Likewise the left hand side which should be the upstairs ring is actually the downstairs ring.

Ah, right. It is, in fact, as it should be.

Just alter the paper work and CU labels.

Yes this is a new estate with many companies building 3500 houses so wiring the houses are routines and won't be long before it will be a robot doing it I expect.

Or they'll be done using a structured wiring system.

There is no "correct" way. Sometimes all sockets are on one RCD, and all lights on the other. There are however preferred ways.
