New Chrome Towel Rail - rust ?

I just recieved a new chrome 400 x 600 towel rail.
I was told it was a Thames Putnet, but it seems that its actually a Thames Henley. Anyway I assume they are the same.

After removing it from the packaging there seems to be a yellowy/orange substance around the top valve threads. I'm assuming its rust. Is there anything I can do to remove it, or should I just take it back to the shop and ask for a another. I'd rather not swap it if possible as I will have to wait another 3/4 days for another. Unforunately its on the top as you wouldn't have noticed it at the bottom
