There is a general consensus that two lighting feeds connected in one MCB is one circuit not two. Now pertaining to Part P notification is adding a new feed to an existing lighting MCB constituting a new circuit or just an addition to existing one and thus not notifiable ?

Thats not the question 
it depends where the addition or new circuit is. We have decided it is an addition. The question was about notification? If we consider that it is an addition in a lounge then fine. If it is in a kitchen, it is notifiable.
