New floor over Concrete

hi All
I have a large(ish) (4x8m) mixed concrete floor, mixed as its slab, screed and part wood. I want to finish this room with a wooden floor and install some insulation to help keep it a bit warmer.

So first off I'm thinking about laying battens down 70mm, installing a 20mm airgap and 50mm insulation. then laying floorboards across these battens.

now, questions
1. does this sound like a sensible approach?
2. should I lay some plastic damp proofing sheets below the battens? the floor doesn't' feel 'wet' but it very cold, and its very old so not sure if they would have dpc'd it before.

It sounds like I've just ripped up a floor very similar to one you're thinking of laying. I had 40 to 50 mm of air gap under chipboard with no insulation on top of concrete with a DPM. I think the floor was 30 years old and everything iron under there was rusted through.

One caveat is that my floor was connected to the main suspended timber floor of the house.
