If the machine is vibrating then the disc is out of balance.
This could be due to disc damage, or the incorrect hole size in the middle for the arbor.
Its also a great mistake to allow any cutting disc to get wet.
I don't know what the legislation is over there, but the use by date is stamped on the disc centre over here.

Is the wheel running true?

Is the wheel bore diameter the correct size for the machine?

In industry in the UK you need to be trained and certified to fit wheels to grinders.

If the wheel bore is correct and running out of true you will need to dress the wheel to balance the wheel.

If the bore size is incorrect the the wheel should be replaced with the correct type.

Another thing to check would be the machine itself. The spindle may be buckled or even out of balance. Remove the grinding wheels and try the machine without them to see if it still vibrates.
