I think too often people see PAT testing as the be all and end all of electrical safety when really it should be just part of a holistic approach. Probablly the most important thing in ensuring electrical safety is having users who will report damage and get it fixed rather than just carrying on regardless.
So the new guidelines for PAT testing (including some items not requiring it at all) are probablly reasonable IF you have the rest of the measures in place, unfortunately many places do not).
Insurance companies are guilty of insisting on seeing a green sticker on every appliance, they can keep on insisting as far as I am concerned, got me lots of PAT and follow up work
