New shower leaking

After a bit of advise please, new shower tray (bedded on cement) all tiled and a shower screen.

Seems to be leaking but can’t work out where or how, we haven’t moved in yet so it’s only had water sprayed in while testing hot and cold etc.

Waste has a drip but this is tiny, can water pass between tray and material used to bed the tray on? The floor is wet either side, and it’s also wet in the room below.

Shouldn't, the tray surface should be impermeable. It can only really be leaking either down the side of the tray where it meets the wall or enclosure. Either that or down past the trap/waste where it meets the tray. The only other way water could be getting to the floor would be through the shower itself but if it's not a constant leak then it probably wouldn't be that.
