New soil pipe to existing soil pipe

I have put in a new downstairs toilet and have been told that i need to connect the new soil pipe to the existing underground cast iron soil pipe by putting in a new inspection chamber. I can't connect to the stack as the new soil pipe would be going against the flow of waste apparently. Do i need to put in an inspection cahmber or can i just use a connecting joint undersground by cutting into the existing pipe?

Any ideas how i could do this and where to purchase the materials.
