Newbie needing help painting

I recently moved into an ex council property and need to paint up the rather tatty hall. It's quite small, about twelve feet across with a three foot recess to the bathroom. Wallpaper is that chunky superfresco stuff and the skirtings need painted too.

My questions are: what type of paint do I use to cover the fresco wallpaper? How many coats? How many litres for this job? And for the skirting boards what type of paint do I use?

Also, the council must have put in a new ceiling for the previous resident as it appears very smooth and new. What do I use to paint that?

Use emulsion paint for the walls and ceiling and gloss for the woodwork buy 5 litre should cover it

No , just a couple of coats of GOOD Emulsion, use undercoat for the gloss work.
