Well before you dismantled it ....I was going to say check input voltage ( around 230 AC ) ....and output voltage ( 13.8 DC ) ....re-solder the 4 pins and see what happens
Ok took the readings as suggested, AC 230 and DC 0.0 at both the terminal positions for the battery and the feed to the alarm panel.
I take this means I need to get it dismantled and re-soldered?
Yes.
Get that bridge resoldered, those 4 pins are in a shocking state.
I'd also get some of the others checked over but that looks like the culprit to me.
A soldering iron, some solder wick to clean off then reapply some fresh solder to it and it will probably be OK.
Do 1 pin at a time, you dont want to do all 4 at once or it may fall out.
It is possible that the transitor next to it (on the heatsink) has a short and is faulty, but one step at a time.
