I'd go with RSJ as well, perhaps after the floor was fitted - e.g. it's going over a doorway underneath.
If there's timber under there.... wow, that is quite remarkably bad.
Given the the hole is so close to the size of the wire, they'd had have to have used a wire pulling of some sorts if they didn't lift the floor boards. If that was the case, I'd expect to see it all along the floor as they went over each bit of timber.
