The competent person scheme is for domestic only (to comply with Part P)
You can register if you whish but interestingly for commercial you do not have to, as well as you do not notify commercial work
I am not with the NICEIC but with NAPIT so I can tell you what the ask for:
A full qualification C&G or equivalent.
16th edition certificate if your qualification goes back more than 3-5 years.
regulation book and guidance notes.
Inspection and testing qualification.
16th edition testers.

Make an assessment a bit of theory and testing procedure.
I think that in any case it is good to be registered, I would call them there are about 6 different competent scheme bodies and you can find the one that is good for you.
Last year I paid about £350 including assessment.
