why do we have a parole board.. and why do we even consider giving parole?

A crim is sentence in court as seen fit by a judge? Surely the idea of that is to dish out an appropriate punishment. So, therefore, why does a parole board need to exist - apart from to cut costs ? And the other down side is that it can only ever be seen as a reward to a crim...
