The dual element imm heater sounds like a good idea , do they have separate terminals for off, and on peak supplies, so as to utilize my unused supply cable.

Yes, and also the boost is a shorter element so that it heats the top of the tank for quicker use.
 
The Horstmann E7 control is suited to this type of setup, feed both the peak and night supplies into the Horstmann, it has a changeover switch inside, which only allows one supply to be on at a time, ideal for your situation.
 
No need to run an on-peak supply to the immersion heater - in our place we had a BX2000 unit installed next to the fuse board, and just ran a single cable to the immersion heater, with a DP 20amp switch next to the heater.
