No CPC

If a dwelling does not have CPCs on lighting circuits, installed before 1966, can the circuits be extended to add more lights or does earths have to be added to the circuits?

You can't really use twin and earth to extend with!!
I'd say that it is of the age where a rewire is probably the best way forwards anyway.
 
The ECA do a good booklet on consumer units changes when encountering lighting circuits without earths - don't have the link at present but its worth reading and is I think published with NICEIC and others as well.
