No felt on the roof

Hi Folks,
My elderly mother lives in a 3-bed semi in London. She has the usual clay tiled roof in good order, but there is no felt. The main problem is the amount of dirt that gets blown in, as you can imagine living in London. The worst part of it is that in the snowy season, it blows in and collects in a corner somewhere and then causes a damp patch on a ceiling in one of the upstairs rooms when it thaws out.
Re-roofing is financially out of the question, spraying that foam rubbish is also a no no. Is there some product that can be used on the inside face of the rafters that will do the job and allow it to breath properly.

Staple up some breather membrane?

Snow shouldn't be able to get in, you have a missing or broken tile(s) Get that sorted first of all.

The lack of felt will be useful here as you should be able to spot any defective tiles and replace from inside.
