No hot water from shower

Hi, could someone help with a shower installation problem.

I've installed a new shower in the bathroom and there is no hot water. Also, the boiler does not fire when when the shower is operated. With the cold water feed isolated, I've measured the hot water flow from the shower as 9 litres/minute so I'm puzzled as to why the boiler (Potterton Perorma HE30) does not fire up. The hot tap in the kitchen works fine and delivers hot water at about 10-11 Litres/minute.

Does it work with another hot tap turned on at the same time or the shower head removed?
 
Good point. I haven't tried that. I'll check it tomorrow when I'm back at the property. Do you think 9L/m from the shower handset is insufficient to fire the boiler up? I've noticed that the kitchen tap takes ages to deliver hot water so could it be a flow switch problem?
