Fair enough - but, as you go on to say, the problem is that they use undefined words that not everyone will 'know' have the same meaning that they intended!

Yes, they do seem good at choosing ambiguous terms, don't they? Why not simply fitting or connecting CUs is notifiable?
They certainly should write their legislation far more clearly and 'unambiguously' - but very careful thought needs to go into the wording since, for example, I'm not sure that either of your suggestions are 'foolproof'. I imagine that there could probably be a lot of debate as to what 'fitting' means. As for 'connecting' (and 'disconnecting'), as I hinted yesterday one has to be careful here. If we are to encourage/insist that 'full required testing' be undertaken as part of any electrical work, we can't have disconnecting/connecting circuits to a CU notifiable without making a high proportion of work notifiable!
