Noisy boiler and rattling pipes

I have a Baxi Solo WM 50/4 PF boiler. On and off over the last few weeks, it has been very noisy and pipes rattling when the hot water is on. I can also hear sort of bubbling noises and the hot water in the taps has been very very hot. When the central heating is on, both the boiler and the pipes are very quiet.

I have bled all the radiators and the pump and there is no air in them. I live in a basement flat and the F&E tank is really hard to access and would require my neighbour upstairs to remove the side of her staircase! So before doing that, has anyone got any other ideas?

Sorry, but you really need to check the feed supply, since it sounds like a lack of water. As an alternative to gaining access to F&E tank, can you attach pressure gauge to pipework to check head?
