Odd shaped boiler pressure pipe - legal and safe?

Apologies for bad quality pic... but is this odd shaped pipe on the wall legal, i don't know if you can see but its shaped like a C or a D depending on which way you look at it (comes from boiler attached to pressure knob)

Yes, it is ok. It is designed so that any over pressure water or over heated water can come out of those pipe and toward the wall so will not get anyone walking past wet or burn.

Really for safety.
