oil tank question

I have a plastic 1500lt heating oil tank, its 15 years old and is probably near the end of its life. Because it is within 10m of a stream I will need a bunded tank as a replacement. At the moment its just gravity fed, if I put in a bunded one does it need a fuel pump of some sort?

Presumably if it doesn't need a pump then the outlet is at the bottom of the bunded bit so if the tank leaks what's to stop the oil leaking out anyway?

Tank outlets can be top or bottom, and sure enough if both the inner and outer tanks are compromised, the oil leaks anyway!
Have a look at the Harlequin or Titan websites for some ideas.
