Old Artex ceiling

My son has an old house in Tyneside, just moved in and some of the ceilings have been plastered with artex finishes. There are a few cracks but no sagging. 1925 aprox date of build. Seems to be lath and plaster, with likely some asbestos mixed in??!! According to the survey.
would he be able to plaster over the Artex finish or would you reccomend boarding over this?
Any suggestions would be welcome. it is his first house and money is at a premium.
