Don't know where the terrorist connection comes in but from what I have read....
Man threatened with firearm in Basingstoke. Description circulated to neighbouring forces including British Transport Police. BTP Officer later the same day sees 21-year old black male {allegedly} fitting description of the earlier suspect on a train into Dorset from Hampshire [Southampton]. This male then subject to an armed stop as he got off in Bournemouth.
IPCC now investigating 3 forces - presumably Dorset, Hampshire and BTP.
