Our political system, what 'is' the answer?

Correct. The same logic doesn't apply today, we have a surplus of unskilled labour but are still importing more.

There are wonkier less logical thought processes driving decisions today, policy has become idealogical rather than logical. As Blair said, rubbing our faces in immigration. They want to beat the British population into submission, divide and conquer us.

I don't think we are importing unskilled labour these days. The rules are complex, but I am pretty sure you need a work visa.

I agree. We are not importing unskilled labour as such, because they have no need to work. The country (we) are supporting them for absolutely no return, presumably to make the government look nice and helpful. I'm sure that they cannot foresee the future.

Most visas are no recourse to public funds.

Mostly. But then the entire family follows. We end up providing massive levels of support to get one worker, it doesn't make any sense.

If we're going to state-subsidise people to move here and do work then we'd be better off having the state subsidise british workers - perhaps a free bus pass, relocation, training, whatever. Spend money that actually results in a long term gain.

The benefit cap didn't actually stop people having children. It just meant that lots of children had much worse lives.
I'm not sure. Short-term it's not going to make much difference. Longer term I'm sure it does. But I'm sure lots of lefty state-funded bodies have produced "research" claiming otherwise.
