Outdoor Succulents

I am looking at putting some Succulents on the front garden if I can dig down. I am wondering can I put a layer of top soil then a layer of stones and another layer of topsoil for the Succulents to be planted in for drainage?

Would this be OK? I am looking at wickes sterile topsoil. Since this is new would this be OK or would I need special soil for this? Google doesn't give me much to go on that I can find.
